Scope and Topics
Reflecting its mandate to champion international accounting harmonization and public sector modernization, the bulletin welcomes high-quality original research articles, systematic literature reviews, comparative policy studies, and applied financial evaluations within the following thematic areas:

Global Public Sector Accounting & Reporting: Adoption and impact of International Public Sector Accounting Standards (IPSAS), harmonization of international financial reporting, and comparative global accounting frameworks.

Public Sector Innovation & Digital GovTech: E-government financial systems, blockchain and smart contracts in public procurement, AI in continuous auditing, and the digital transformation of public service delivery.

International Fiscal Governance & Accountability: Cross-border taxation and revenue management, global anti-corruption and anti-money laundering (AML) frameworks, and transnational audit and risk management systems.

Sustainable Public Finance & Global ESG: International climate finance, green budgeting, cross-border ESG reporting standards in public entities, and the financial tracking of the UN Sustainable Development Goals (SDGs).

Publication Frequency
To ensure rigorous editorial oversight while facilitating the timely dissemination of highly relevant international financial research, BOGAPSI is published semi-annually (2 issues per year, typically scheduled for release in June and December). Special thematic issues focusing on the global harmonization of IPSAS, AI innovations in transnational auditing, or post-crisis global fiscal recovery may be commissioned by the Editorial Board.

Peer Review Process
BOGAPSI enforces a strict double-blind peer review policy to maintain the highest standards of academic integrity, analytical objectivity, and empirical validity across international accounting disciplines.

Initial Desk Evaluation: Every submission undergoes a preliminary screening by the Editor-in-Chief or a relevant Subject Editor to assess thematic alignment, methodological soundness (comparative analytical rigor, econometric validity, or qualitative case study depth), and structural compliance. Plagiarism screening via Turnitin/iThenticate is strictly executed at this stage, requiring a similarity index below the bulletin's maximum threshold.

Expert Peer Review: Manuscripts passing the desk evaluation are anonymized and assigned to at least two independent international reviewers who are established academic researchers, senior transnational auditors, or global public finance economists.

Editorial Decision: Based on the reviewers' recommendations, the Editorial Board renders one of four decisions: Acceptance, Revisions Required (Minor/Major), Resubmit for Review, or Rejection. The final decision rests entirely on intellectual merit, methodological clarity, and the potential for tangible impact on global accounting practices and public sector innovation.
